The Grand and General Council is made up of 60 members who are elected directly by the people every five years. The executive branch is headed by two Captains Regent who are elected every six months by the Congress of State, in a joint session with the Grand and General Council. The Captains Regent serve as both heads of state and heads of government, while also appointing members to their cabinet – known as the Government Commission – which is responsible for running day-to-day affairs. The country’s foreign policy is focused on maintaining good relations with its neighbors through initiatives such as the Treaty of Friendship, Cooperation, and Good Neighborliness which was signed between San Marino and Italy in April 2017. Additionally, San Marino seeks to foster regional integration through organizations such as CoE which promotes human rights and democracy among European states. San Marino also has close diplomatic ties with other countries in Europe such as France, Germany, Austria and Switzerland as well as countries further afield such as China, USA, UK and Japan. The country also maintains close ties with neighboring nations like Vatican City and Liechtenstein. The country is active in international diplomacy by participating in UN initiatives such as UN Sustainable Development Goals which promote economic development among developing countries. Additionally, it has contributed to international security through its participation in programs such as OSCE’s Arms Control Initiative which seeks to reduce the risk of armed conflict by limiting the proliferation of weapons. San Marino is also actively engaged in regional initiatives such as CoE’s European Neighbourhood Policy which encourages political dialogue between European states and their neighbours.
